Why Bulgaria is complex

Terms in the Labour Code
Minimum wage, working time, overtime and leave are set by law, with sector and company agreements adding to them in some industries.
Notified before work
Postings are notified to the General Labour Inspectorate before work starts, and its inspectors check undeclared work and safety on the same visit.
Permits for non-EU workers
Anyone from outside the EU usually needs a single permit covering both residence and work.
