Why Italy is complex
Italy's national agreements set the pay, sector by sector.
There is no statutory minimum wage in Italy: the national collective agreement (CCNL) for the sector sets the terms, and building sites add entry rules of their own.
National agreements
The CCNL for the sector sets minimum pay by grade and additional monthly payments, and posted workers are owed at least that.
A licence for building sites
Companies on temporary or mobile construction sites need a credit-based licence (patente a crediti), or an equivalent document from another EU country.
Joint liability
The client and each company above in the chain can be liable for wages and contributions owed to the workers.
