Why Norway is complex

Norway has no statutory minimum wage, but in key sectors parts of collective agreements are made generally applicable to everyone.
Generally applicable agreements
In sectors such as construction, cleaning and electrical work, minimum pay comes from agreements that apply to every employer.
HSE card
Workers on building and construction sites, in cleaning and in car servicing must carry a valid HSE card (HMS-kort).
Staffing rules
Hiring in workers from staffing companies is tightly restricted, especially in construction.
